RED Moreno visits Apayao. DENR-CAR Regional Executive Director visits the province of Apayao as part of the series of his field office visits. In meeting the employees, he emphasized the need for the DENR-CAR to work across bureaus and collaborate with development partners in the community to achieve its goals and fulfill its mandates. He also echoed Secretary Ma. Antonia Yulo-Loyzaga’s definition of DENR employees in the context of a ‘Bagong Pilipinas’ who are not only disciplined, excellent, noble and responsible, but are accountable for all their actions. This, he said, are all aimed at enhancing the quality of work of the DENR CAR and achieving excellence.
Some 62 agricultural patents were brought nearer to the doorsteps of beneficiaries through the Titling on Wheels conducted by the Community Environment and Natural Resources Office Conner at Barangay Mawegui, Conner, Apayao.
Apart from these, 49 residential free patent applications were accepted during the activity.
This first of its kind initiative on land concerns stemmed from the commitment of the Regional Executive Director, Engineer Ralph C. Pablo, for the completion of land titling in the entire Cordillera by 2026.
Patterned to the Handog Titulo, the concept of Titling on Wheels is to bring and award the processed and approved land patents to the beneficiaries in their respective communities. The same accommodates land patent applications.
Pablo said that this is because the Department of Environment and Natural Resources-CAR adapts the work attitude of "willingness to help everyone in the exigency of love and service" (WHEELS).
OIC, CENR Officer Crizzane Joy B. Yturzaeta stressed the importance of having a tenure over one’s property saying that such a patent not only proves ownership but also entitles one the right to alienate, improve, and manage the land. She, likewise, offered the willingness of her Office to bridge barriers to address environmental concerns and improve related services in her area of jurisdiction.
In her message, Apayao Congresswoman Eleanor C. Bulut-Begtang commended the DENR-CAR for its effort and linked the Province’s Task Force LUSA (Lawful and Unified Initiatives in Safegurading Apayao lands).
The municipality of Conner is classified as 92% forestland and 8% as alienable and disposable.
The activity is eyed to be replicated in all the field offices of the DENR-CAR across the region.
A one-kilometer tramline Agroforestry Value Chain Facility project of the Department of Environment and Natural Resources (DENR) and the Japan International Cooperation Agency (JICA) was turned over to the Local Government of Asipulo.
The project is expected to boost the mobility of agroforestry products of the Asipulo-based partner people's organization, Pula Man-ili Federation Incorporated (PMFI), which shall manage and maintain the facility.
The tramline, powered by an 80 HP automotive diesel engine, in Barangay Pula, Asipulo costs P5, 555, 417.02. It is seen to support an aggregate area of 249 hectares of reforestation area established and maintained by PMFI.
As an agroforestry value chain facility under the Forestland Management Project (FMP) in the Upper Magat Watershed, this support infrastructure facility is seen as an augmentation to the local government’s efforts to provide access to agroforestry products and for them to boost the local economy.
Department of Environment and Natural Resources-CAR Regional Executive Director, Engr. Ralph Pablo stressed the importance of trees for survival and climate change adaptation.
He encouraged the partner people's organization to continue planting high value crops or fruit bearing trees for their marketability. He also noted how these the planting of these high value crops will help increase forest cover and help reduce the increasing temperature in our environment.
Pablo hoped the local government could include, in its land use plan areas for forest conservation, production area and built up area for a balanced land use system.
The local government expressed gratitude for the tramline and the benefits it will bring to the community and acknowledged the collaborations of DENR with the municipal and barangay local government units and the stakeholders.
The community people committed to take care of the newly turned over value chain facility. The commitment was strengthened through a Memorandum of Agreement (MOA) between the DENR and the municipal government of Asipulo, where the latter, in coordination with PMFI will be responsible for maintenance of the completed value chain facility project.
The turnover program was graced by Pablo, Vice Governor Glenn Prudenciano, Asipulo Mayor Archie Lee Quindo, Lt. Melvin Salvador and other local officials.
Strengthen ties with government and non-government partners. This was the instruction given by Department of Environment and Natural Resources-CAR Regional Executive Director, Engr. Ralph Pablo to the bureau directors, regional division chiefs, and Provincial and Community Environment and Natural Resources Officers of the DENR who attended the 2023 1st Regional Management Conference held recently at San Isidro Sur, Luna, Apayao. The three-day activity provided an opportunity for the regional and field officials to assess their performances and accomplishments for the first quarter, identify policy issues and concerns with corresponding solutions, and determine areas to improvement to continuously promote better public service and sustainable development and management of the region's environment and natural resources.
An Isuzu elf 250 loaded with undocumented forest products was nabbed by the Community Environment and Natural Resources Office Lamut at around 01:30 AM on Sunday at Maitab, Poblacion West, Lagawe, Ifugao.
The conveyance, bearing plate number XEK 575, contained some 284 board feet of kantong (local name) lumber with an estimated value of P9,500.
It was driven by a certain Joel Nanglegan Mangallab, with six other companions as his passengers. They will be charged for violation of Presidential Decree No. 705, or the Revised Forestry Code for illegally transporting undocumented forest products.
As of writing, Mangallab and his companions are detained at Lagawe Municipal Station.
On the other hand, the apprehended conveyance and forest products have undergone inventory and scaling by Philippine National Police Lagawa Deputy Chief, PCPT Ken Bandao, and forest rangers Brian John Tubabon and Jordan Wacoy.
These shall be turned over to CENRO Lamut for proper documentation and administrative proceedings.
