The Department of Environment and Natural Resources-CAR has designated new regional official and three other field officials.
Pursuant to Special Order Nos. 527, 528, 529 and 530 series of 2020, Development Management Officer V For. Florencio Pacio was recalled to head the Technical Services Division of Provincial Environment and Natural Resources Office Abra.
His post as CENR Officer of CENRO Lamut was turned over to For. Manuel Magkachi. Magkachi who formerly headed the DENR-CAR Regional Office's Enforcement Division turned over his post to Atty. Charine Abalos.
In PENRO Kalinga, Mr. Denne Capuyan is the new Technical Services Division Chief.
The new officials immediately assumed their post after the virtual oath-taking led by Regional Executive Director Ralph Pablo.
Pablo reminded the newly designated officials that this is a crucial time to be designated to a new position as the year is about to end. This means that there may not be enough time to cope with the backlogs but still, the new leaders have to do it. He congratulated the newly designated officials while challenging them to make a long-lasting impression by delivering the work expected of them in the remaining months of 2020. As leaders, the Regional Executive Director hopes the officials hold on to their commitments, walk their talk and make impact in their respective offices.
Assistant RED for Management Services Atty. Cleo Sabado-Andrada reminded that in some instances, leaders are chosen because reforms are needed.
She emphasized that passionate and aggressive leaders are those needed in the Department. "Leaders don’t act only in situations when they are needed. They don’t act on problems and conduct investigations. But leaders prevent problems especially when these are within their control," she said.
Highlighting that government administration is now different due to the COVID-19 pandemic, she called for a reformed and modern kind of leadership saying “We expect our leaders to be abreast, active and responsive on social media, as part of the new normal and strategies in leadership”.
Environmental Management Bureau-CAR Regional Director Ma. Victoria Abrera, in her message, said that she could see all the newly-designated personnel as ready to assume the positions they are assigned with. She urged them to continue to serve the public with dignity, diligence and commitment.
"The unending challenges force us to work together," Assistant RED for Technical Services Augusto Lagon shared.
Loyalty awardees and retirees feted in Civil Service Month
Some 35 loyalty awardees and five retirees from the Department of Environment and Natural Resources-CAR regional office, bureaus, and field offices were recognized in a virtual program culminating DENR - CAR’s celebration of the 120th Civil Service Month Celebration on September 30, 2020.
For Regional Executive Director Ralph Pablo, the theme of the 120th Philippine Civil Service Month “Philippine Civil Service @ 120: Public Sector in the age of digital transformation” is very timely. Pablo said that with a shift to digital transactions and operations, the DENR has complied with health protocols while addressing the needs of the public in terms of environment and natural resources management.
The Regional Executive Director acknowledged that digitizing the public sector is an enormous transformation task. But despite challenges brought about by new policies, the DENR was able to adapt. This is manifested in its existing programs and services such as the Electronic New Government Accounting System; Government Accounting and Financial Management Information System; Personnel Data Information System; Training and Development Resource Information System; Geographic Information System Land Administration Management System; Inspection, Verification and Approval of Surveys; Enhanced Forest Information System; and all other services offering the use of computers, web and social media services to ease transactions with the Department.
In this time of pandemic, the digital transformation and offering of web services of the DENR were intensified but were still supplemented by minimal physical and office-based work.
Assistant Regional Executive Director (ARED) for Management Services and Chairperson of the PRAISE Committee, Atty. Cleo Sabado-Andrada added that the shift to digital environment is helpful in the continuous delivery of service. “It is also through digital communication that we are able to stay connected despite restricted mobility”, she said as she also highlights some other benefits such as digital learning, convenient virtual meetings and discussion forum, and social media marketing.
The PRAISE Committee chair recognized the loyalty awardees for their valuable contributions in the Department. She, likewise gave a relevant advice to the retirees to not be overwhelmed by the frustrations brought by the pandemic. Instead, she told them to make the most of their time spending it with family, new hobby and much-needed rest.
For his message, ARED for Technical Services, For. Augusto Lagon reminded the loyalty awardees to take pride in their work as he emphasizes the rare opportunity to serve the government and the people. He related the same message to the retirees as he said, “Serving people is a beautiful duty. Reflect at how you have and how you could share what you know, with your time and your mental resources.”
Thorough disinfection to ensure safety of employees and clienteles
In a Memorandum issued by RED Ralph C. Pablo, which supported Memorandum Order No. 318 issued by Hon. Mayor Benjamin Magalong ordering the provisionary lockdown of barangay Gibraltar, the DENR – CAR Regional Office have been closed to control the further spread of the virus and to enable the conduct of disinfection within the offices, its vicinities and the roads within the compound. In this way, the number of possible individuals to be contact traced by the Baguio City LGU.
All personnel who are on duty or physically reporting for duty during the disinfection period shall be on a work from home arrangement.
We ask the cooperation of the residents within the DENR Compound to cooperate with the DENR in the conduct of such disinfection to at least ensure safety of the residents and the DENR employees who shall be reporting for work after the lifting of the provisional lockdown of barangay Gibraltar. The DENR–CAR desires to continually serve the public while keeping the safety of the employees.
RED Pablo also informs the public that within the office of the DENR–CAR Regional Office, a regular disinfection is conducted during the week. Every Mondays, Wednesdays and Fridays at 3:30 in the afternoon onwards, the disinfection team conducts the disinfection in the three-storey building hence the employees are asked to leave their offices to give way for the activity. As such, the public are also requested not to come to the DENR-CAR Regional Office during these hours as they will not be entertained due to the regular disinfection.
RED Pablo added that on Tuesdays and Thursdays, the Office is open from 8 in the morning till 5 in the afternoon or while some customers are still within the Office lobby. Observance of Protocol is always mandatory – the wearing of face masks and face shields as well as washing of hands, use of alcohol as provided, maintaining physical distancing and registering in the log book are among the mandatory protocols.
The Department of Environment and Natural Resources-CAR has lined up various activities this month for its employees in recognition of efficient and effective public service and in celebration of the 120th Philippine Service Month.
Dubbed as "Philippine Civil Service @120: Public Sector in the Age of Digital Transformation”, Regional Executive Director Ralph Pablo found this year’s theme very appropriate considering the government sector’s migration to digital media to sustain its operations and delivery to the public. “In the DENR-CAR, we are grateful that our employees has adapted to the new normal, that is, anything digital. We make it sure that they do not only use digital devices for compliance to instructions. We make sure that they themselves have adapted to these digital devices’uses and that they are able to utilize them in ways that are contributory to the delivery or accomplishments of their tasks."
Atty. Cleo Sabado Andrada, Assistant Director for Management Services said that aligned with this year’s theme, various activities will be undertaken by the DENR-CAR.
A DENR-CAR human resources practitioners will be joining the Public Sector and HR Forum led by the Civil Service Commission on September 10. The forum focuses on public sector human resource trends and developments as well as learning and development programs to empower not only HR practitioners but all government workforces.
Topics for discussion include Government Current Initiatives, Public Service Values in Times of Adversities, Transitioning to the New Normal, and Managing Total Wellness.
Another activity is the Government Online Career Fair (GOCF) and the Online Wellness Program for Government Workers to be held on September 18. This GOCF will be conducted in partnership with CSC-CAR wherein the DENR-CAR will be offering career opportunities in the Department. Job opportunities will be accessible via www.csc.gov.ph to allow job seekers to access vacancies and file applications online. Instructions on joining, submitting applications, participating in interviews, and following up on job applications will be released closer to the date of the job fair.
The Online Wellness Program for Government Workers, on the other hand, will be launched by the CSC through an online course - The Gift: Wellness and The Path Forward. It will be a two-hour online synchronous workshop that will help participants take a closer look at the positive side of their lives through reflection and sharing. It is a session that can help alleviate current challenges brought about by the global pandemic crisis, as well as guide participants in finding a path forward toward recovery.
To express its gratitude and recognize the valuable support and contributions of its civil servants, especially during this time of COVID-19 pandemic, the DENR-CAR will recognize employees who have served as volunteers during calamities.
To cap the month-long celebration, the DENR shall have a Family Day on September 30. During which, Loyalty Awards will be awarded to employees who have reached 10 years or more in government services. The same day shall be spent to socialize with their fellows to strengthen rapport and work relations.
The Department of Environment and Natural Resources-CAR, through its Quick Disaster Team, conducted a thorough disinfection of the DENR Compound on August 26, 2020.
The compound houses the offices of the DENR-CAR Regional Office, the Environmental Management Bureau-CAR, and the Community Environment and Natural Resources Office Baguio.
The disinfection came after a private individual from Purok 2 of Barangay Gibraltar tested positive of the coronavirus disease 2019 (COVID-19). While the DENR Compound is situated in Purok 1, it is an access point to residents of Purok 2. Some of its employees also happen to be residents of the now locked-down area.
Apart from the compound-wide disinfection, the DENR-CAR, its bureaus and field offices regularly conducts disinfection to ensure it provides a COVID-free environment to its employees and clientele.
