An inventory of inhabitants is needed before the segregation of occupied areas within the declared mineral reservations in Baguio City.
This was the statement of DENR-CAR Licenses, Patents and Deeds Division Chief, Engr. Rowena Caccam in a public consultation held to discuss the status of lands covered by Presidential Proclamations in Baguio City.
Caccam disclosed that the DENR-CAR, in coordination with the Mines and Geosciences Bureau-CAR, has completed the staff work which contains a report on the present status of mineral reservations covered by Proclamation Nos. 572 and 414. Specifically, the mineral reservations sit on barangay Mines View, Lucban, Loakan- Apugan, Atok Trail, and Kias.
She added that as part of the process, the Land Management Bureau has to direct the DENR-CAR to implement Land Letter of Instruction 12-58 which would allow it to carry out an inventory of occupants and occupied areas within the mineral reservations. With the inventory is a report from the DENR-CAR containing its findings, comments and recommendations.
Based on the report, the Land Management Bureau would have to decide whether a segregation of the occupied areas is necessary; or whether it would recommend the dis-establishment of the mineral reservations for their eventual re-classification into alienable and disposable lands.
Presidential Proclamation Nos. 572 and 414 were both issued by then President Carlos Garcia, which excluded parcels of lands within the Baguio Townsite Reservation and declared them as mineral reservations.
