The Department of Environment and Natural Resources-CAR and Department of Social Welfare and Development-CAR entered into a data sharing agreement for the purpose of cross-matching their databases of beneficiaries in their respective programs, projects and activities.
Under the Agreement, the DSWD-CAR will provide relevant data about their beneficiaries under the Pantawid Pamilyang Pilipino Program (4Ps) to the DENR-CAR for the latter to check who, among its beneficiaries, particularly members of people's organizations, are beneficiaries of the 4Ps.
The cross-matching of beneficiaries will help both government agencies to identify and evaluate the poverty alleviation interventions they have provided to the beneficiaries, and further address their needs and issues.
Using DSWD-CAR's database can also help the DENR-CAR in identifying possible partners and beneficiaries in its different reforestation programs, projects and activities.
The data sharing agreement is strictly covered by the security measures set under the Data Privacy Act, specifically Section 22 of the Act. The provision states that all personal information, whether sensitive or not, maintained by the government, its agencies, and instrumentalities shall be secured, as far as practicable with the use of most appropriate standard recognized by the informations and communications technology industry.
The Agreement was signed by DENR-CAR Regional Executive Director, Engr. Ralph Pablo and DSWD-CAR Officer-in-Charge and concurrent Assistant Regional Director for Administration, Dir. Enrique Gascon, Jr.
The same Agreement was entered into by the DSWD-CAR with the Department of Agriculture-CAR, the National Commission on Indigenous Peoples-CAR, Department of Trade and Industry-CAR, and the City Government of Baguio.
