DENR to focus on risk resiliency. The Department of Environment and Natural Resources-CAR regional and field officials meet for its 3rd Regional Management Conference 2022. The three-day event will be a venue for the officials to discuss the strategies of the DENR-CAR in attaining the thrusts and directions set by Secretary Maria Antonia Yulo Loyzaga which is focused on pursuing a sustainable, inclusive and resilient development; its physical and financial accomplishments; as well as other issues, concerns and recommendations in its technical and management services.
Newly appointed Development Management Officers in the different divisions of the Department of Environment and Natural Resources-CAR Regional Office take oath in a surprise ceremony.
The appointees were Ms. Emerita Albas of the Enforcement Division; For. Dancio Martinez of the Conservation and Development Division; and Engr. Simeon Micklay of the Licenses, Patents and Deeds Division. The oath-taking ceremony led by Regional Executive Director, Engr. Ralph Pablo, waswitnessed by Assistant Regional Executive Director for Management Services, Atty. Cleo Sabado-Andrada; Assistant Regional Executive Director for Technical Services, For. Maximo Soriano; the division chiefs of the respective divisions of the appointed employees; and by other employees of the DENR-CAR.
“You are the hope of the fatherland,” quoted DENR-CAR Regional Executive Director Ralph Pablo “and it is time that you are involved in planning and decision-making activities” he urged the youth during the first Environmental Summit hosted by the Local Government Unit of the City of Baguio.
With the theme “Leapfrogging towards livable communities,” students from the different elementary and secondary schools in the city of Baguio conveyed their thoughts on how they can contribute to the maintenance, protection, and conservation of our environment. Majority of the students voiced out that being conscious in their actions towards the environment and taking steps – no matter how small, would have an impact in the future. An example of this is walking or riding a bicycle to reduce carbon footprint. Some also said that they could help by being an active student and citizen in their own community, support good governance, and also to inform others – especially the youth, on practical ways on how to protect the environment.
One of the participating parents expressed her gratitude and persuaded other parents to encourage their children to attend activities such as this for them to gain more knowledge and spark up their leadership skills.
August 8, 1967 is the commemoration of the signing of a document in Bangkok, Thailand by five leaders from the Southeast Asian States namely Indonesia, Malaysia, Philippines, Singapore, and Thailand. This document will be later known as the Association of Southeast Asian Nations (ASEAN) Declaration or Bangkok Declaration. The main objective of which is to bind themselves in friendship and cooperation in the attainment of peace, freedom and prosperity.
During the 30th Anniversary of the ASEAN in 1997, five more Southeast Asian States were added in the organization. These are Brunei, Cambodia, Laos, Myanmar and Vietnam.
The ASEAN logo has brown sheaves of rice stalks, one for each founding member. Beneath the sheaves is the legend “ASEAN” in blue. These are set on a field of yellow encircled by a blue border. Brown stands for strength and stability, yellow for prosperity and blue for the spirit of cordiality in which ASEAN affairs are conducted.
Employees of the DENR – CAR participated in this memorable day by wearing any of the ten countries’ official attire. Employees with the best proper attire were awarded.
Also, significant data were shared during the Monday convocation. Further, RED Ralph C. Pablo and ARD for Management Atty. Cleo D. Sabado-Andrada shortly discussed the ASEAN anthem.
The theme for this year’s 55th Anniversary is "ACT" or "Addressing Challenges Together."
Some 75 newly appointed rank-and-file employees of the Department of Environment and Natural Resources took thier oath of office on August 1.
Eleven of them are to be assigned in Abra; six in Apayao; 10 in Benguet; 11 in Ifugao; 10 in Kalinga; 15 in Mountain Province; and 10 in the Regional Office.
Atty. Cleo Sabado-Andrada, the Assistant Regional Executive Director for Management Services and Chairman of the Human Resource Merit Promotion and Selection Board, noted how thorough the process was for hiring and promoting the appointed employees. This, as she recognized the need for fully equipped and well-mannered personnel to work in the DENR-CAR which is given demanding tasks despite these challenging times such as the pandemic.
The process starts from assessing the documentary requirements; profile and background checking; evaluating the applicants based on their previous work and interview; consulting with the end-users (division chiefs, CENR Officers, and PENR Officers); shortlisting; until the submission of the top 5 candidates for appointment to the Regional Executive Director, the appointing authority. The appointing authority then has the discretionary power to select the employee to be appointed. As a rule, the use of this discretionary power means that the appointing authority may select the appointee according to his best lights, as long as the appointee should possess the qualifications required by law.
On his part, Regional Executive Director Engr. Ralph Pablo said that the appointed ones were the most deserving based on qualifications and potentials. Seconding Sabado-Andrada’s statement, he said the DENR-CAR needs employees who can endure and deliver despite difficult situations.
Both officials reminded the employees to uphold the DENR core values - discipline, excellence, nobility, and sense of responsibility - which shall serve as their guiding principles in the performance of their public duties.
