Changing of guards in the DENR-CAR Provincial Offices


The DENR though OIC, Undersecretary for Feld Operations Philip G. Camara issued Special Order Numbers 2017-172 and 2017-265 dated February 27, 2017 and March 23, 2017, respectively reassigning/designating and affirming some personnel in the Cordillera Region particularly for the PENR Offices and some CENR Offices.

For the province of Abra, Forester Shirley M. Leano is reassigned as PENR Officer (PENRO) from being previously assigned as OIC CENR Officer (CENRO) of CENRO Bangued of Abra.  To take her place as CENRO of Bangued is Forester Florencio I. Pacio, the Chief of the Technical Services Division of PENRO Abra.

In the province of Apayao, the reassigned OIC PENR Officer is Dr.  Candido J. Tuscano, the Apayao Provincial Environmental Management Officer of Environmental Management Bureau-Cordilleras.

For Mountain Province, Geoffrey B. Sichogan, the CENR Officer of CENRO Paracelis is designated as the OIC of PENRO Mt. Province while Ms. Elizabeth B. Antolin is re-assigned as the  OIC, CENRO of Sabangan, Mountain Province.

In the province of Kalinga, Forester Imelda B. Casiwan is designated as the OIC, CENRO Pinukpuk, Kalinga.  Meanwhile for Ifugao Province, Forester Jose Cabrera, Jr. is designated as the OIC of PENRO Ifugao while Engr. George Dean B. Baywong is reassigned as the OIC, CENRO Lamut, Ifugao.

Engineer Ernesto M. Aton, the PENRO of Abra, PENRO Moises H. Butic, the PENRO of Apayao and PENRO Octavio B. Cuanso, the PENRO of Mountain Province are all reassigned to the Office of Regional Director at the DENR – CAR Regional Office for the assigned task for them.

The Special Order provides that the newly designated officials shall act on documents and shall perform the respective duties and responsibilities appurtenant to their designation and pursuant to the DENR Manual of Authorities.

Meanwhile, Special Order No. 2017 – 172 issued by OIC, Uses for Field Operations Philip Camara provides that PENRO Octavio Cuanso who used to be the PENR Officer of Mountain Province, PENRO Ernesto Aton of Abra, and PENRO Moises Butic of Apayao shall be reassigned to the Office of the Regional Director.

In the Regional Office, Regional Director Ralph C. Pablo designated PENRO Octavio Cuanso as the Regional Coordinator of the Sustainable Integrated Area Development and Management (SIADM) Project while PENRO Ernesto Aton is the Regional Coordinator of the Enhanced National Greening Program (E-NGP).  Likewise, PENRO Romeo G. Bravo is designated as the Regional Coordinator for the Foreign Assisted Projects like the Forest Management Project (FMP) and the Integrated Natural Resources Environmental and Management Project (INREMP).|PTNerja


The secret chamber of the sky blue Isuzu elf


Among the type of vehicles, the Truck or elf has the simplest design, wherein the back part has only its sidings and flooring.

During the first week September. the PNP personnel headed by Police Chief Inspector Jose G. Mulleda while in the performance of their duty at Callagdao Check point, Bulanao, Tabuk City checked the vehicles that pass by. When the Isuzu elf, sky blue and with galvanized body bearing plate number TGS 985 passed by and driven allegedly by a certain Duga Bucalan from Paracelis Mt. Province and his two companions, the PNP purposely checked the said elf.  They noticed that the flooring of the elf was slightly lifted with undetermined volume of sawn Narra flitches underneath.         

It was found out that the elf has a secret chamber. The chamber contains 47 pieces of Narra with a total volume of 747 board feet amounting to 55,988. The said specie is properly covered with GI flat sheet gauge 14 and welded with angle bar on its side. This also served as the flooring for the second layer.

In order to unload the said content of the elf, the police officers needed to use a crow bar to remove the cover.

The second layer was loaded with several empty fruit baskets which were made out of plastic which also look like cases of soft drinks. One plastic crate was filled with empty bottles of mineral water.

The simple design of the vehicle was really redesigned and intended to transport undocumented forest products.

The opposite sidings of the elf have built-in benches out of GI flat sheet and angle bar. Between the two benches is the space where they can pile such volume of lumber and properly covered with the said flat sheet which serves as the flooring of the second layer.

The Lumber was officially turned over to CENRO Tabuk Office. By virtue of the seizure order issued by CENR Officer Severino L. Dalutag, the administrative hearing of the case commenced in September 14, 2017.   The said vehicle is now impounded within the premises  of CENRO Tabuk.|C. Tabuk, SBBakidan
